Apparent lack of transparency in IDB procurement for forensic auditors

Dear Editor,

I refer to the Guyana Times March 7 article on Page 3 on State Forensic Audits. I was pleased to see the full list of entities being audited, the auditor and the cost. What a waste of taxpayers’ money – $133 million.

Of interest was the audit listed number 46, 47, 48, 49 and 50 funded by the Inter-American Development Bank (IDB). I would like to ask the IDB Country Manager Ms Sophia Mckennon and her relevant procurement Staff on what basis or what method of procurement was used to contract these firms, what is the value of these contracts, why was there no public advertisement or public tender process for these audits. If they were hand-picked, I can list over 500 chartered accountants and qualified accountants and auditors who would have been eligible for selection and I am sure were not contacted. This matter of lack of transparency was brought up in the National Assembly previously by the PPP members.

It appears IDB has forgone transparency and instead teamed up with the Government in breaching standard procurement laws of the country. This matter must be investigated urgently by high officials of the Bank and the IDB Board.

I await the IDB’s urgent response.

With regards,

Carl Lucas
